澳門基金會2027年度資助計劃(學術項目、社區活動、交流活動 2026年7月6日開放申請

尊敬的各位領導、各學院及各部門負責人：

 

澳門基金會2027年度繼續推出的“學術項目”、“社區活動”、“交流活動”三項資助計劃自2026年7月6日起接受申請(各類別章程及可申請範圍請參閱附件指引並可瀏覽澳基會網址：https://www.fmac.org.mo/article/news/view/6889)。資助計劃以“擇優批給”為原則，符合資助要求或曾獲資助的項目並非必然獲得資助，同一項目不可兼收本地區其他公共部門或公共實體的財政資助，接受申請的資助項目類別及審批標準如下:

 

評審標準：對本澳學術發展的推動（20%），對本計劃的落實程度（20%），內容素質及規劃的完善程度（20%），執行能力及經驗（20%），履行義務配合度（10%），預算合理性（10%）

加分機制：倘申請者的研究項目成果經“社會科學引文索引（Social Sciences Citation Index, SSCI）”收錄的期刊（不包括“開放取用（Open Access）”）刊載，經澳門基金會評定後，可對同一申請者在本計劃的每個申請項目的總分最多可上調5%。申請者須提供研究項目經刊載的官方證明副本，且用於申報並獲澳門基金會加分的項目，僅可申報一次

 

  • 學術項目資助計劃：研究、出版、研討會、培訓　：申請項目必須圍繞澳門當前及長遠發展需要，本年度重點資助領域如下： 特區政府發展策略； 橫琴粵澳深度合作區發展機遇； 粵港澳大灣區合作； 與葡語國家合作及“一帶一路＂戰略發展； 經濟適度多元發展； 社會民生建設工作

 

  • 社區活動資助計劃：講座、工作坊、座談會、培訓、展覽、比賽、出版、社區綜合活動、社區大型綜合／嘉年華活動、大型品牌活動

　　資助本地依法成立的非牟利機構舉辦有助澳門社會發展，增進居民福祉，推動社團建設的活動。重點資助領域如下：公民社會進步 : 社團建設或服務素質提升

 

  • 交流活動資助計劃：內地及港台交流、國際交流
  •  

 

現科研處向各學院徵集“研究”、“出版”、“研討會” 及“社區活動＂項目申報意向，由於資助機構申請總量的限制，暫有如下安排：

 

  1. 研究項目機構申請上限為10項，10個研究類項目每學院限項1個，請數據科學學院會同其他學院組織資助領域要求來申報。

各學院務必將項目申報通知下發院屬全職學術人員，以院學術委員會的方式公開透明地甄選、推薦擬申報之院內項目。請院學術委員會依據澳門基金會重點資助領域（特區政府發展策略；橫琴粵澳深度合作區發展機遇；粵港澳大灣區合作；與葡語國家合作及“一帶一路＂戰略發展；經濟適度多元發展；社會民生建設工作），結合大學既有學科優勢及中長期學科佈局，採用“民主+集中”的方式推薦項目。項目執行期:2027年1月1日至2028年6月30日;資助上限：MOP 300,000

申請項目類別及要求：必須是屬人文及社會科學範疇，“研究類＂個人名義收取之調研費，不得超過資助金額的40％；

　　溫馨提示：澳門基金會章程規定只資助人文社科項目，理工科項目由科技基金資助

特別注意: 研究項目需有研究報告的產出並必須對外發佈。受資助者可自行發佈（不接受在個人社交平台發佈）或由本會安排發佈。研究項目交由澳門基金會組成的評審委員會驗收成果。倘未通過驗收，即時不獲發放該項目資助金額的5%，並須在指定期限內修改及重新提交研究成果。倘未按時重新提交或重新提交後的成果仍未通過驗收，視作違反第17.15 項規定的義務。

 

  1. 出版類項目各學院限投1項，如全校合計超過7項，由科研專責小組會議評選決定。（執行期:2027年1月1至12月31日完成)

溫馨提示：出版類項目資助對象為已有著作全文（必須為定稿）擬出版的個人或團隊。（近幾年申請出版物的經驗，發現內地的出版社均要求修改稿件並且未能在執行期內完成項目，澳門基金會是不批准變更稿件，且項目不可延期，倘申請團隊仍以內地出版社為出版機構，如未能如期出版項目出現退款情況將由申請團隊／個人承擔責任）

申請所有出版項目：須提交出版單位或出版社的出版經驗。

學術著作：資助上限為MOP80,000 ;必須屬人文及社會科學範疇（包括經濟管理、政治法律新聞社會學、歷史哲學文學、語言教育藝術等）、且與澳門研究相關的學術類圖書1或電子出版物等，但不包括已出版、再版或重印的出版物。

學術刊物：每期上限MOP50,000（總上限：MOP200,000）在澳門定期、連續出版的學術刊物2（包括電子刊物），且收錄與澳門研究相關的文章為主，但不包括周年紀念性的誌慶刊物、會刊。

國際學術刊物：資助上限為MOP 500,000 ;2020至2024年連續五年被“科學引文索引＂、“科學引文索引（擴展版）＂、“社會科學引文索引＂、“藝術與人文引文索引＂收錄的學術刊物，其最近三年的影響因子平均分需達3 分以上。

1凡由出版社（商）出版的不包括封面和封底在內49 頁以上的印刷品，具有特定的書名和著者名，編有國際標準書號，並有定價並取得版權保護的出版物稱為圖書。

2必須編有國際標準期刊號。

 

  1. 研討會/培訓各學院限投1項。如全校合計超過7項，由科研專責小組會議評選決定。（執行期:2027年1月1至12月31日完成)

如研討會或培訓項目有合辦單位，需填寫“合辦項目申請授權書＂

 

  1. 社區活動資助計劃。“按需擇優申請”（執行期:2027年1月1至12月31日完成)

 

上述所有申報意向，除研究類項目外，其他三類以“按需申請”原則爲非必填項目，目前申報徵集階段僅需在6月30日（二）下午5:00前提供如下信息至科研處郵箱rmo@cityu.edu.mo，待研專責小組會議評選決定後，將會集中通知各學院/部門團隊備齊資料到本處填報。註:科研處不單獨接收教職員個人申請文件，請統一由各學院以院務會議形式確認申報名單後，由各學院/部門報科研處匯總。

 

申報文件如下(中英對照) :

1、完整項目名稱

2、項目所屬部門

3、項目主持人及團隊成員

4、項目類別（研究/出版/研討會/社區項目(需報上類別)），各類項目須另附不超過1000字之項目（研究/出版/研討會/社區項目）意義，對國家、特區、城大的發展之意義闡述以及預期成果概述（視為承諾性指標，請務實填報），以便校領導審核。

5、擬申請金額（可參照申請章程中各項目可申請金額區間, 研究項目申請金額應為澳門基金會的資助上限）

6、經驗列表 ( 為提高獲批率需在系統內填寫大學各類活動經驗列表，謹請各學院行政同事整理填寫2025年7月至2026年6月期間舉行過研究/出版/研討會/社區活動，校內/校外各資助單位活動均可)

以上提交的資料(除第6項外),其餘均需中英對照,以便科研專責小組審查,謝謝。

 

謹請注意：

“交流項目＂申報意向請擲還至全球事務處(oga@cityu.edu.mo)。

申請數量 : 內地及港台交流10項，國際交流5項； 執行期：2027年1月1至12月31日完成。

資助上限：

  • 香港/廣東省以內 3天，上限30人；
  • 國內(廣東省以外)/台灣地區5天，上限30人；
  • 東南亞國家/亞洲其他國家  5天，上限20人；
  • 亞洲以外國家7天，上限20人

注：每個項目的最低參與人數要求：10人且需為澳門居民(永久和非永久)（參與會議或應邀出席會議的項目除外）。受資助者當年所有受資助交流活動的參與者重複率不可超過20%。申請者／參與者須承擔資助範圍的實際開支不少於30%。

Dear Leaders, Heads of Faculties and colleagues,

The Macao Foundation continues to launch its 2027 funding schemes.( Academic Projects, Community Activities and Exchange Activities ), starting from July 6. Below are the eligible categories for application. Please refer to the attached guidelines for the regulations and scope of each scheme.

Academic Projects Funding Scheme: Research, Publications, Seminars and Training

Community Activities Funding Scheme: Lectures, Workshops, Forums, Training, Exhibitions, Competitions, Publications, General Community Activities, Large-scale Community Integrated/Carnival Events, Large-scale Brand Events

Exchange Activities Funding Scheme: Exchanges with Mainland China, Hong Kong and Taiwan, International Exchanges

The Research Management Office is now collecting application intentions for Research, Publication, Seminar and Community Activity projects from all faculties. The relevant arrangements as follows:

  1. The institutional application cap for research projects is set at 10. A maximum of one research project is allowed per Faculty for the ten research-focused projects. The faculty of Data Science shall coordinate with other faculty to organize applications in accordance with the requirements of the funded research areas.

In light of the key funding areas of the Macao Foundation, as well as the University’s existing disciplinary strengths and medium- and long-term disciplinary development layout.  Implementation Period: 1 January 2027 – 30 June 2028.  For individual research fees under the Research Category, the total amount shall not exceed 40% of the funding granted. Maximum funding ceiling: MOP 300,000.

  1. Each faculty may submit only one application for Publication Category projects. If the total number of university-wide applications exceeds seven, the final selection will be decided by the dedicated research panel. Implementation Period: Projects shall be completed between 1 January and 31 December 2027.  Printed works published by publishing houses with more than 49 pages (excluding front and back covers).
  2. Each faculty is limited to one application for Seminar and Training projects. Should the total number of university-wide applications exceed seven, the dedicated research panel will make the final selection.  Implementation Period: All projects shall be completed from 1 January to 31 December 2027.
  3. Community Activities Funding Scheme. Applications are accepted based on actual needs and merit. Implementation Period: All projects shall be completed from 1 January to 31 December 2027.

Please submit the following information to the Research Management Office by email: rmo@cityu.edu.mo by 5:00 p.m. on Tuesday, 30 June. After review and approval by the dedicated research panel, we will notify all faculties and departments to prepare full documents for formal submission.

Note: The Research Management Office does not accept individual applications from staff members. Each faculty shall finalize the applicant list via faculty meeting and submit the consolidated list to our office.

Required Information

  1. Full project title
  2. Department
  3. Project principal investigator and team members
  4. Project category (Research / Publication / Seminar / Community Project; specify the sub-category). All projects must be accompanied by a statement (maximum 1,000 words) illustrating the project significance, its value to the country, the Macao SAR and City University of Macau, as well as an overview of expected outcomes. These outcomes are regarded as committed targets, so please fill in the information realistically for review by university management.
  5. Proposed funding amount (For Research projects, the requested amount shall be the maximum funding ceiling set by the Macao Foundation).
  6. Experience record: To increase the approval rate, please complete the activity experience record in the system. Administrative staff of each faculty shall collate all research, publication, seminar and community activities held from July 2025 to June 2026, including activities funded by internal and external organizations.

All submitted materials except Item 6 must be provided in both Chinese and English for review by the dedicated research panel. Thank you.
