主要注意事項:

申請資助金額上限

按照科技基金與外地性質類同的實體所簽署的聯合資助協議、備忘錄或工作計劃等文件所開展的聯合資助。本類別向科技基金申請資助金額不超過15萬澳門元。

 合作研究的要求

1. 申請者須與該申請項目之合作方簽署合作協議書或備忘錄或意向書。
2. 在合作期間須達到以下基本要求：
   1. ​澳門方項目負責人平均每年赴合作方機構交流訪問及進行研究的時間不少於7天。
   2. 合作方項目負責人來澳門合作機構交流訪問或進行研究的規定按法國方的要求執行。
   3. 每年至少召開2次合作各方主要負責人員參加的項目工作會議（形式不限）。
3. ​參與之人員須購買涵蓋死亡、病症、傷殘及對其本人財產或第三方財產之損害等風險的個人保險，作為保障措施。倘因執行項目相關活動而發生任何事件並可能引致賠償責任，有關責任應由上述個人保險承擔。該保險之費用應由人員或其所屬機構承擔。
4. 具體的合作研究要求詳見申報指南。

支持領域及不支持的項目類型

1. 主要資助領域：集成電路設計、數字科技、航天科技、生物醫藥，以及環境科學。
2. 不支持項目：基礎建設、純設備採購、市場推廣項目、政策和管理等軟科學研究。

配套投入

1. 倘與澳門商業企業主或商業企業合作，該等商業企業主或商業企業須提供配套投入，金額不低於科技基金資助金額的10%。
2. 配套投入須符合本計劃可獲資助的開支的規定。

可獲資助的開支

1. 差旅費：一個項目最多資助3名研究人員的差旅費用，且限用於澳門方研究人員往返法國的機票，以及在法國的住宿和生活津貼。
2. 舉辦學術交流會議：限用於在澳門舉辦的學術交流會議或同類性質的活動。費用可包括相關的籌辦費用，以及與會者從法國往返澳門的交通費用、住宿和生活津貼。

資助期限

資助期限不超過兩年。

Funding Scheme for External Science and Technology Cooperation

Joint funding (Macao SAR, China-France)

Application Period : February 5, 2026, to March 5, 2026
Important notice : The signed application and relevant attachments must be submitted to the Fund before the deadline (during office hours).​​

I. Objectives

To build a higher-level platform for international openness and a hub for attracting high-end international talent, the Government of the Macao Special Administrative Region and the Government of the French Republic signed, on 8 May 2025, the Agreement between the Government of the Macao Special Administrative Region of the People’s Republic of China and the Government of the French Republic on the Implementation of a Scientific Research Cooperation Programme. Pursuant to this agreement, Macao and France will jointly launch a research funding programme to promote mutual visits and academic exchanges between researchers, as well as to facilitate scientific research collaboration between institutions of the two sides.

II. Supervising Authorities and Management

1. The competent authorities for this joint research funding programme are: the Science and Technology Development Fund of Macao (hereinafter referred to as “FDCT”) for the Macao side, and the Campus France Agency in Paris for the French side.
2. The application, acceptance, evaluation, approval, implementation, management, and project conclusion on the Macao side shall be governed by the current Funding Scheme for Scientific and Technological Cooperation (hereinafter referred to as the “Funding Scheme”) and the Application Guidelines for the Joint Research Funding Programme of the Government of the Macao Special Administrative Region of the People’s Republic of China and the Government of the French Republic (Year 2026).
3. FDCT and the Campus France Agency in Paris will respectively allocate funds to the recipients in Macao and France, with the grants limited to local use in each respective location.
4. For approved projects, the Macao side shall sign a Consent of Funding with FDCT, while the French side shall act in accordance with the relevant provisions of the Campus France Agency in Paris.

III. Maximum Funding Amount

Joint funding provided based on documents such as joint funding agreement, memorandum of understanding and work plan signed between the FDCT and a foreign entity of a similar nature. The amount of funding applied for this type shall not exceed MOP150,000.
 

IV. Funding Recipients

1. Public higher education institutions in the Macao SAR.
2. Private higher education institutions established by law in the Macao SAR.

V. Application Eligibility

1. Entities with legal personality referred to in the preceding paragraph are eligible to apply for funding.
2. If an entity referred to in the preceding paragraph does not have a legal personality, the application shall be made through the entity with legal personality to which it belongs.

VI. Relevant Conditions

Each research project must have a project leader who is responsible for leading and coordinating the project (hereinafter referred to as "project leader").

VII. Requirements for Collaborative Research

1. Applicants must sign a cooperation agreement, memorandum of understanding or letter of intent with the French partner, and submit it at the time of application. Agreements concerning intellectual property arrangements may be submitted at the time of signing the Consent of Funding.
2. During the period of cooperation, the following basic requirements must be met:
   1. ​The Macao project leader must conduct an exchange visit or research at the partner institution for no less than 7 days.
   2. Visits to Macao by the French project leader shall follow the relevant requirements set by the French side.
   3. At least two project meetings per year must be held with the participation of key personnel from both sides (format not limited).
3. All participating personnel must purchase personal insurance covering risks such as death, illness, disability, and damage to personal or third-party property, as a precautionary measure. Any liability arising from project-related activities shall be borne by the said insurance. The cost of the insurance shall be borne by the individual or the institution to which the individual belongs.
4. The specific collaborative research requirements are stipulated in the Application Guidelines.

VIII. Areas of Support and Ineligible Project Types

1. Priority areas of support include: integrated circuit design, digital technology, aerospace technology, biomedicine, and environmental science.
2. Ineligible projects include: infrastructure development, acquisition of equipment only, market promotion projects, and soft science research such as policy or management studies.

IX. Application Period

February 5, 2026, to March 5, 2026
 

X. Type and Scope of Funding

1. Type of funding: Grant allocated for the projects.
2. Scope of funding: Projects in line with the purpose of the FDCT and the objectives of the Scheme.

XI. Supporting Input

1. If the project involves cooperation with Macao-based commercial entrepreneurs or enterprises, such parties must provide a matching contribution of no less than 10% of the amount funded by the FDCT.
2. The supporting input shall conform to the provisions of Expenditure Eligible for Funding.

XII. Application Guidelines

For joint funding applications, the Administrative Committee of the FDCT will negotiate with the relevant cooperative entities each year to compile application guidelines on details such as key areas supported, cooperation requirements of both parties, output requirements, requirements for the application proposal, and requirements for supporting input.

XIII. Expenditure Eligible for Funding

1. Travel expenses: Each project may receive funding for travel expenses of up to three researchers, limited to airfares for Macao-side researchers traveling to France, as well as accommodation and subsistence allowances in France.
2. Academic meetings: The funding is limited to academic exchange meetings or similar activities held in Macao. The expenses may include costs related to the organisation, as well as transportation expenses for participants travelling between France and Macao, accommodation, and subsistence allowances.

XIV. Application Documents

The application documents shall include the following materials:

1. The applicant's identification information and relevant supporting documents.
2. If the applicant is a commercial entrepreneur or commercial enterprise, a business registration certificate issued by the competent authority in the last three months and a copy of the Supplemental Income Tax Return (M1) in the last 1 year are required.
3. A document issued by the competent authority in the last three months certifying that the applicant does not owe any tax or social security contributions to the Macao SAR.
4. Information on other projects financed by public funds and other pending applications submitted by the same applicant for the purpose of applying for the funding.
5. Identification information and curriculum vitae of the project leader and members, as well as information on the time allocated to the implementation of the project.
6. An application proposal containing a detailed description of the project, which shall set out in detail the estimated amount of the project.
7. A statement of responsibility for the project.
8. A cooperation agreement or memorandum of understanding or letter of intent signed with the cooperating party.

XV. Submission of Application

1. Applicants shall prepare applications in any of the official languages of the Macao SAR or in English.
2. Applicants who have applied for an electronic signature shall submit the application documents via the online application system of the FDCT on or before the deadline (during office hours).
3. Applicants who have not applied for electronic signature shall, in addition to submitting the application documents via the online application system of the FDCT on or before the deadline (during office hours), deliver the signed and stamped application documents to the FDCT.
4. The partner in the State of São Paulo must simultaneously submit an application to FAPESP, in accordance with FAPESP's relevant guidelines.

XVI. Preliminary Analysis

1. The FDCT will conduct a preliminary analysis of the application documents after the application deadline, respectively, to verify whether the application has the required documents under the Scheme and whether the applicant meets the conditions for funding approval.
2. If the documents required for the application are not sufficient, the FDCT will request the applicant to supplement materials within 15 days, if necessary.
3. Applications under any of the following circumstances will not be accepted for review and will be rejected by the FDCT, and the relevant applicant will be notified by letter:
   1. The applicant does not meet the requirements of Article 4.
   2. The applicant is on the list of mandatory levies and overdue returns of the FDCT.
   3. The applicant is a debtor to the treasury of the Macao SAR.
   4. The number of active research projects undertaken by the project leader exceeds the maximum number of active research projects that the project leader can undertake under the FDCT.
   5. The project leaders cannot submit a new application for funding.
   6. Multiple applications for the same project are submitted at the same time or the same project has been funded by the FDCT before.
   7. The supporting input (if any) does not meet the requirements of Article 11.
   8. The application documents do not meet the requirements of Article 14.
   9. The applicant fails to supplement or promptly submit relevant application materials after notification.
   10. The applicant violates existing laws and regulations or fails to protect the safety and legal rights and interests of participants.
4. ​For joint funding applications, the FDCT and the relevant entities shall jointly verify the list of projects that have passed their respective preliminary analyses. For projects that are included in the list of projects of both the FDCT and the relevant entities, the relevant applications will be accepted.

XVII. Assessment Method and Criteria

1. Before accepting an application, the Administrative Committee of FDCT shall invite five to seven advisors from the list of project advisors to form the Project Advisory Committee.
2. The application documents that may enter the review process will be submitted to the Project Advisory Committee formed by FDCT for review according to the review elements and criteria in the following paragraph.
3. Review elements and criteria:
   1. Project value.
   2. Eligibility of the applicant.
   3. Feasibility, work plan and cooperation foundation of the project.
4. The Administrative Committee of FDCT may formulate specific assessment criteria based on the above review elements.
5. The Administrative Committee of the FDCT may invite external experts to review specific or more complex funding applications.
6. FDCT may conduct site inspection to verify the research conditions of the applicant, interview with the project team and partners (if any) as necessary.
7. For joint funding applications, the FDCT and the relevant entity review the accepted applications, respectively. After the review, the FDCT and the relevant entity will jointly select projects to be funded from the projects that have passed the review of both parties.

XVIII. Funding Approval

1. For a project application not exceeding MOP1 million, the Administrative Committee of the FDCT will make a decision after considering the analysis of the application documents and the review opinions.
2. For a project application exceeding MOP1 million, the FDCT will supervise the entity and make a decision on the application after considering the analysis of the application documents and the review opinions.
3. The recipients shall sign the Consent of Funding attached to the approval letter within the time limit to declare that they are aware of and will comply with the approval decision as set out in the approval notice.
4. The funds will be disbursed by installments in the manner as described in the Consent of Funding.

XIX. Funding Duration

The funding duration for each project shall not exceed two years.
  

XX. Requirements for Output and Intellectual Property Rights

1. The relevant requirements are set out in the annual application guidelines.
2. The applicant and the partner shall make ex-ante arrangements for intellectual property issues related to the collaborative research. Through consultation, the applicant shall reach an agreement on intellectual property terms with the partner, and clarify the basic principles of intellectual property ownership and utilization of research results, so as to ensure that it can effectively master and reasonably share the research results and intellectual property rights.
3. Projects without Enterprise Participation:
   1. ​Expected outputs may include, but are not limited to, academic or applied results such as publications, monographs, research (consultation) reports, patents, talent cultivation, software, hardware (prototypes, mock-ups), technical standards, formulations, new materials, or new processes.
4. Projects with Enterprise Participation:​
   1. Expected outputs must include software, hardware (prototypes, mock-ups), technical standards, formulations, new materials, or new processes, with a description of the potential economic or social benefits upon project completion.
   2. By the time of project completion, the technological maturity level must reach Level 4 or above.

XXI. For reports and report on agreed-upon procedures, obligations of recipient, regulations on related party transactions, consequences of breach of obligations, application scope of consequences, refund, repayment and compulsory levy of funding, administrative, civil and criminal liabilities, supervision, complaint, personal data processing, and others, please refer to the Funding Scheme for External Science and Technology Cooperation.
