接科技基金通知，現開放FDCT科技研發人才資助計劃 - 人才引進類申請（以下簡稱：本計劃）。敬請有意向學術單位於2026年1月29日(四)前由學院統一向科研處報備申請資料(項目申請人、申請類別、是否納入“建議引進名單”、 開展與科學、技術及工程相關的研發項目名稱); 而申請資料應不遲於2026年2月12日 (四) 上午11:00或之前在資助機構網上系統提交。 敬請留意，按科技基金要求申請項目以 Esign 形式提交，因此不設推遲提交或退回修改等要求，逾期將不受理申報，謝謝！

一、目的

配合特區政府施政方針，根據現行的《澳門特別行政區公共財政資助制度》、《科學技術發展基金章程》和《科學技術發展基金資助規章》的相關規定，澳門科學技術發展基金（以下簡稱：科技基金）推出《科技研發人才資助計劃》（以下簡稱：本計劃），支持澳門居民中的科技人才從事研發工作、吸引科技領域的優秀澳門居民回流、引進優秀科技人才在澳門發展，促進澳門的科技創新，推動澳門產業適度多元發展。

二、申請資助金額上限

支持引進高端人才及優秀人才在澳門開展研發項目。本類別申請資助金額上限500萬澳門元。

三、資助對象

澳門特別行政區的公立高等院校。
在澳門特別行政區依法設立的私立高等院校。
在澳門特別行政區註冊的商業企業主或商業企業。

四、申請資格

倘申請由上條第1及第2款所指的高等院校提出，相關人才須受聘於該高等院校；
倘申請由上條第3款所指的企業提出，則自本類別申請日期之首日起計，該企業成立時間不超過一年，且相關人才須為該企業設立時及現任股東；
倘上述兩款所指的實體不具法人資格，須透過其所屬的具法人資格的實體提出申請。

五、申請條件

對於人才引進類，相關人才須符合以下條件：

現行《高端人才計劃》、《大健康產業優秀人才計劃》或《高新技術產業優秀人才計劃》訂定的認定標準，且相關人才引進的申請已獲特區政府相關權限部門初步批准，並納入“建議引進名單”。
作為項目負責人，在澳門開展與科學、技術及工程相關的研發項目。
倘申請者為高等院校，自本類別申請日期之首日起計，相關人才須受聘於該高等院校不超過一年或具該高等院校相關文件證明其將於資助批給後一年內受聘。
倘相關人才引進申請最終不獲特區政府相關權限部門批准，則科技基金的資助也不予批准。

六、申請期間

2026年1月23日至2月23日

七、資助類型及範圍

資助類型：用於項目的批給款項。
資助範圍：符合科技基金的宗旨以及本計劃目的之項目。

八、可獲資助的開支

可獲資助的開支，包括以下為執行項目而產生的開支：
1. 人員開支。
2. 以任何方式取得所需的新機器及設備的開支。
3. 可消耗性材料、試劑、維修設備的開支。
4. 申請專利的直接成本開支。
5. 其他衍生開支。
上款e項所指的其他衍生開支不包括以下開支：
1. 設立受益實體的開支。
2. 電費、水費、電話費及其他性質類同的開支。
3. 招待費。
4. 核數費。
5. 取得車輛，但實驗用途除外。
6. 興建、取得及分期償還不動產的開支。
7. 《科學技術發展基金項目管理一般性指引》、批給決定以及資助同意書所規定的其他不可獲資助的開支。

九、配套投入

屬商業企業主或商業企業的申請者，必須有相應的自籌資金配套投入，投入金額不低於科技基金批准資助的金額。
配套投入須符合上條的規定。

十、申請卷宗

申請卷宗應包括下列資料：

申請者的識別資料及有關的證明文件。
倘屬商業企業主或商業企業申請，還應提交具權限部門最近3個月發出的商業登記證明書以及倘有的最近1年所得補充稅申報表（M1）副本。
具權限部門最近3個月發出的申請者無拖欠澳門特別行政區稅款及倘有的社會保障供款之證明文件。
同一申請者受公共款項資助的其他項目及其他為申請資助目的已遞交的待決申請的資料。
包含項目詳細說明的申請計劃書。申請計劃書中須詳細列出項目預算金額。
相關人才的身份證明、學歷證明、履歷及成果證明材料。
其研發團隊成員的身份資料及履歷，並說明其分配於執行有關項目的時間的資料。
與倘有的合作方簽署的合作協議書或備忘錄或意向書。
符合本類別申請條件的其他相應證明。

十一、申請的提交

申請者須以澳門特別行政區的任一正式語文或英文撰寫申請書。
已申辦電子簽名之申請者，須於截止日（辦公時間內）或之前，經科技基金網上申請系統提交申請卷宗文件。
未申辦電子簽名之申請者，須於截止日（辦公時間內）或之前，除經科技基金網上申請系統提交申請卷宗文件外，同時亦須將已簽署蓋章之申請卷宗送回科技基金。

十二、初步分析

科技基金對申請卷宗進行初步分析，以核對申請是否具備本計劃所要求的文件，以及申請者是否符合資助批給的條件。
如發現未齊備申請所需的文件，科技基金將視需要要求申請者在15日內補交資料。
出現以下任一情況的申請不獲接納進入評審程序，科技基金駁回有關申請並以信函作出通知：
1. 申請者不符合申請資格。
2. 相關人才不符合申請條件。
3. 導師或協調員或項目不符合申請條件及相關要求。
4. 申請者處於科技基金強制徵收、逾期未返還的名單內。
5. 申請者為澳門特別行政區庫房債務人。
6. 同一項目同時提交多個資助申請或同一項目曾獲科技基金資助。
7. 没有根據關聯交易的規定提供倘有關聯交易的資料及文件。
8. 申請卷宗不符合相關規定。
9. 經通知後未能補正或逾期提交申請相關資料。
10. 違反現行法律法規之規定或無法保障參與者的安全和合法權益。

十三、評審方式及標準

在接受申請前，科技基金行政委員會須從項目顧問名單中邀請五至七名顧問組成項目顧問委員會。
進入評審程序的申請卷宗將交由項目顧問委員會根據相應的評審要素及標準作出評審。
科技基金可根據需要，現場考察申請者的研究條件，約見相關人才。
評審標準：
1. 申請者資質。
2. 項目規劃方案。
3. 技術及成果評價。

十四、資助批給

對金額不超過100萬澳門元的項目申請，科技基金行政委員會在考慮申請卷宗的分析及評審意見後，對申請作出決定。
對金額超過100萬澳門元的項目申請，科技基金監督實體在考慮申請卷宗的分析及評審意見後，對申請作出決定。
受資助者須於限期內在批給信函附同的《資助同意書》上作出簽署，聲明其知悉並將遵守批給通知文件上載明的批給決定內容。
資助款項按《資助同意書》內所述方式分期發放。
科技基金將資助款項撥予受資助者。

十五、成果轉化收益返還機制

基於本計劃資助形成的直接或衍生成果開展轉化應用，倘獲得可量化經濟收益，受資助者須按照《資助同意書》的要求向科技基金指定的機構返還一定比例的收益。
通過本計劃資助成果孵化的企業，在滿足《資助同意書》所列的權益轉化條件時，科技基金的資助資金得轉化爲科技基金指定機構對該企業的權益（如︰股權、認股權、現金或其他），該企業需與該指定機構簽訂相關協議。

十六、資助期限

資助期限不超過三年。

十七、成果產出要求

倘資助對象為高等院校，項目的預期研究成果不限於學術性成果或應用性成果，可包括論文、著作、研究（諮詢）報告、專利、軟件、硬件（原型、樣機）、技術標準、配方、新材料、新工藝等。
倘資助對象為企業：
1. 項目的預期研究成果須為應用性成果，可包括專利、軟件、硬件（原型、樣機）、技術標準、配方、新材料、新工藝等。
2. 於結題時，該企業的全職員工須不少於三人。

十八、資助的終止

倘相關人才中途離職或不再持有受資助企業股份或人才引進的資格不獲特區政府相關權限部門延續，則有關資助自相關事實發生之日終止。受資助者須根據《科技研發人才資助計劃》第四章第一條第（六）款的規定提交總結報告，並按第四章第二條第（一）至（四）款規定返還資助款項。

十九、有關報告書及商定程序報告、資助款項的退回、返還及強制徵收、監察、申訴、個人資料處理、受資助者的義務、關聯交易的規定、違反義務的後果、可科處後果的情況、行政、民事及刑事責任以及其他注意事項請詳閱《科技研發人才資助計劃》。

Friendly Reminder: “Technology Research and Development Talent Funding Scheme-- Talent Introduction Category” are accepting applications . If academic units are kindly requested to submit their applications (Please Provide the data to the college: Project Applicant, Application Category, Whether included in the "Recommended List for Introduction", and Name of the R&D Project related to Science, Technology and Engineering to be undertaken) to RMO by 29^th Jan, and the corresponding application information should be submitted in the online system of the funding agency on or before11: 00 a.m. on 12^th Feb, 2025. After the deadline will not be accepted. Please note that according to the requirements of the FDCT, and now applications will be submitted in the form of Esign, so there is no request for late submission or return for modification, etc. Late submissions will not be accepted, thank you!

I. Objectives

In line with the policy guidelines of the Macao SAR Government and in accordance with the relevant provisions of the current “Public Financial Support System of the Macao Special Administrative Region”, “Statutes of the Science and Technology Development Fund” and “Regulations on Grants of the Science and Technology Development Fund”, the Science and Technology Development Fund of the Macao SAR (hereinafter referred to as the “FDCT”) launches the “Technology Research and Development Talent Funding Scheme” (hereinafter referred to as the “Scheme”), with a view to supporting local residents engaged in R&D work, attracting outstanding Macao professionals in the science and technology sector to return, and bringing in excellent scientific and technological talents to develop in Macao, so as to foster innovation in science and technology and promote the moderate diversification of Macao's industries.

II. Maximum Funding Amount

Support is provided for the introduction of high-end and outstanding talents to carry out R&D projects in Macao. The maximum funding amount for this category is MOP5,000,000.

III. Eligible Applicants

Public higher education institutions in the Macao Special Administrative Region.
Private higher education institutions legally established in the Macao Special Administrative Region.
Business operators or commercial enterprises registered in the Macao Special Administrative Region.

IV. Eligibility Criteria

If the application is submitted by higher education institutions referred to in Paragraphs 1 and 2 of the above Article, the relevant talent must be employed by the respective institution;
If the application is submitted by an enterprise referred to in Paragraph 3 of the above Article, such enterprise must have been established for no more than one year as of the application start date for this category, and the relevant talent must be a founding and current shareholder of the enterprise;
If the entities referred to in the preceding two subparagraphs do not possess legal personality, the application must be submitted through their affiliated entity with legal personality.

V. Application Conditions

For the Talent Introduction Category, the relevant talent must meet the following criteria:

Fulfil the eligibility criteria set out in the “High-end Talent Scheme”, “Outstanding Talent Scheme for the Big Health Industry”, or the “Outstanding Talent Scheme for the High and New Technology Industry”, and the application for talent introduction must have been preliminarily approved by the competent authorities of the Macao SAR Government and included in the “Recommended Talent Introduction List”;
Serve as the project leader and conduct an R&D project in Macao related to science, technology and engineering;
If the applicant is a higher education institution, the relevant talent must have been employed for no more than one year as of the application start date for this category, or the institution must provide supporting documents indicating that the talent will be employed within one year after the grant is awarded.
If the application for the introduction of the relevant talent is ultimately not approved by the competent authorities of the Macao SAR Government, the funding from the FDCT shall not be granted.

VI. Application Period

23 January to 23 February 2026

VII. Type and Scope of Funding

Type of funding: grant allocated for the projects.
Scope of funding: projects that align with the objectives of the FDCT and this Scheme.

VIII. Eligible Expenditures

Eligible expenditures include the following project-related costs:
1. Personnel expenses;
2. Expenses for acquiring necessary new machinery and equipment by any means;
3. Expenses for consumable materials, reagents and maintenance of equipment;
4. Direct costs for patent application;
5. Other related expenditures.
The "other related expenditures" referred to in subparagraph e above shall not include the following:
1. Expenses for the establishment of the beneficiary entity;
2. Electricity, water, telephone and other similar utility expenses;
3. Hospitality expenses;
4. Audit fees;
5. Expenses for acquiring vehicles, except for experimental use;
6. Expenses for the construction, acquisition or instalment payment of real estate;
7. Other non-eligible expenses as stipulated in the “General Guidelines for Project Management of the Science and Technology Development Fund of the Macao SAR”, the grant decision, and the Grant Agreement.

IX Matching Contribution

Applicants who are business operators or commercial enterprises must provide matching funds equivalent to or greater than the approved grant amount from the FDCT.
The matching contribution must comply with the provisions outlined in the preceding article.

X. Application Dossier

The application dossier shall include the following documents:

Identification details of the applicant and the relevant supporting documents;
If the applicant is a business operator or commercial enterprise, a commercial registration certificate issued by the competent authority within the past three months and, where applicable, a copy of the most recent Supplementary Income Tax return (Form M1) for the past year;
A certificate issued by the competent authority within the past three months confirming that the applicant has no outstanding tax liabilities or, where applicable, social security contributions in the Macao SAR;
Information on other projects subsidised with public funds under the same applicant and any other pending applications submitted for funding purposes;
A project proposal with detailed project description, including a breakdown of the project budget;
Identity documents, academic qualification certificates, curriculum vitae, and supporting documents of achievements of the relevant talent;
Identification information and curriculum vitae of R&D team members, along with a description of the time allocated by each member for the implementation of the project;
Cooperation agreements, memoranda of understanding, or letters of intent signed with potential collaborators, if applicable;
Other supporting documents demonstrating compliance with the eligibility criteria of this category.

XI. Submission of Application

Applicants shall prepare applications in any of the official languages of the Macao SAR or in English.
Applicants who have applied for an electronic signature shall submit the application documents via the online application system of the FDCT on or before the deadline (during office hours).
Applicants who have not applied for electronic signature shall, in addition to submitting the application documents via the online application system of the FDCT on or before the deadline (during office hours), deliver the signed and stamped application documents to the FDCT.

XII. Preliminary Analysis

The FDCT will conduct a preliminary analysis of the application dossier to verify whether the required documents are complete and whether the applicant meets the conditions for funding approval.
If any required documents are missing, the FDCT may request the applicant to provide the supplementary materials within 15 days.
Applications will not be accepted for assessment and will be rejected by the FDCT with written notification under any of the following circumstances:
1. The applicant does not meet the eligibility requirements.
2. The relevant talent does not meet the application criteria.
3. The mentor, coordinator, or project does not meet the application criteria and relevant requirements.
4. The applicant is listed for compulsory recovery or overdue repayment by the FDCT.
5. The applicant is a debtor to the Treasury of the Macao SAR.
6. The same project is submitted for multiple funding applications or has previously received funding from the FDCT.
7. The applicant fails to provide documents and information regarding related party transactions.
8. The application dossier does not comply with relevant provisions.
9. The applicant fails to make corrections or submit relevant documents after notification or submits them late.
10. Violation of existing laws and regulations or failure to ensure the safety and legal rights of participants.

XIII. Evaluation Method and Criteria

Prior to accepting applications, the Administrative Committee of the FDCT shall invite five to seven advisors from the list of project advisors to form a Project Advisory Committee.
Application dossiers admitted to the evaluation procedure will be assessed by the Project Advisory Committee based on the relevant evaluation elements and criteria.
The FDCT may, as needed, conduct on-site inspections of the applicant's research conditions and arrange interviews with the relevant talents.
Evaluation Criteria:
1. Applicant qualifications;
2. Project planning proposal;
3. Technical merit and expected outcomes.

XIV. Grant Approval

For project applications with a funding amount not exceeding MOP1,000,000, the Administrative Committee of the FDCT shall make a decision after considering the analysis of the application dossier and the evaluation opinions.
For project applications with a funding amount exceeding MOP1,000,000, the Supervisory Entity of the FDCT shall make a decision after considering the analysis of the application dossier and the evaluation opinions.
The grant recipient shall, within the specified time limit, sign the Grant Agreement attached to the approval letter, declaring that they acknowledge and will comply with the grant decision specified in the approval document.
The grant shall be disbursed in instalments as stipulated in the Grant Agreement.
The FDCT shall allocate the funding to the grant recipient.

XV. Mechanism for the Return of Proceeds from Achievement Transformation

If the direct or derivative outcomes generated under this funding scheme are commercialized or applied, and measurable economic proceeds are obtained, the grant recipient is required to return a certain proportion of the proceeds to the institution designated by the FDCT in accordance with the requirements of the Grant Agreement.
Enterprises incubated through the outcomes funded by the Scheme, upon meeting the conditions for rights conversion specified in the Grant Agreement, may have the FDCT funding converted into equity in the enterprise for the institution designated by the FDCT (e.g., shares, stock options, cash, or other interests). The enterprise is required to enter into a relevant agreement with the designated institution.

XVI. Duration of Funding

The duration of funding under this category shall not exceed three years.

XVII. Deliverables Requirements

If the funding recipient is a higher education institution, the expected research deliverables may include academic or applied outcomes, such as theses, publications, research (consultation) reports, patents, software, hardware (prototypes or mock-ups), technical standards, formulations, new materials, or new processes.
If the funding recipient is an enterprise:
1. The expected research deliverables must be applied outcomes, which may include patents, software, hardware (prototypes or mock-ups), technical standards, formulations, new materials, or new processes;
2. At the time of project completion, the enterprise must have no fewer than three full-time employees.

XVIII. Termination of Funding

If the relevant talent resigns, no longer holds shares in the funded enterprise, or the eligibility for talent introduction is not renewed by the competent authorities of the Macao SAR Government, the funding shall be terminated as of the date such fact occurs. The grant recipient shall submit a final report in accordance with Paragraph (6), Article 1, Chapter IV, and return the grant amount as stipulated in Paragraphs (1) to (4), Article 2, Chapter IV.

XIX. For reports, agreed procedures, obligations of beneficiaries, consequences of non-compliance, circumstances of potential penalties, refunding and restitution of grants, administrative, civil, and criminal liabilities, monitoring, appeals, personal data processing, and other important considerations, please refer to the Technology Research and Development Talent Funding Scheme.
