接科技基金通知，根據《澳門科學技術發展基金與國家自然科學基金委員會科學技術合作與交流諒解備忘錄》，澳門科學技術發展基金（以下簡稱：科技基金）與國家自然科學基金委員會（以下簡稱：基金委）共同開展聯合科研資助。（以下簡稱：本計劃）。敬請有意向學術單位於2025年2月11日(二)前向學院報備資料(包括:項目申請人、申請類別、申請學院、申請項目名稱)後由學院統一回覆科研處; 而申請資料應不遲於2025年2月26日 (三) 下午3:00或之前在資助機構網上系統提交。 敬請留意，本處需要工作時間作初審，後續亦需請示校領導審批及申請送呈文件，項目是Esign形式提交，行政手續需要不少於5個工作日，因此不設推遲提交或退回修改等要求，逾期將不受理申報，謝謝！

對外科技合作資助計劃

一、目的

配合國家對澳門的定位及特區政府施政方針，根據現行的《澳門特別行政區公共財政資助制度》、《科學技術發展基金章程》和《科學技術發展基金資助規章》的相關規定，澳門科學技術發展基金（以下簡稱：科技基金）推出《對外科技合作資助計劃》（以下簡稱：本計劃），以促進澳門科技工作者對外交流合作，推動澳門成為國際高端人才集聚高地，提升澳門與外地在科研、產學研和人才培養等方面的合作水平，並在國家對外科技合作中發揮更大作用。

三、申請資助金額上限

按照科技基金與外地性質類同的實體所簽署的聯合資助協議、備忘錄或工作計劃等文件所開展的聯合資助。本類別向科技基金申請資助金額不超過250萬澳門元。

十一、配套投入

非屬商業企業主或商業企業的申請者，倘與澳門商業企業主或商業企業合作，該等商業企業主或商業企業須提供配套投入，金額不低於科技基金資助金額的10%。

屬商業企業主或商業企業的申請者，必須有相應的自籌資金配套投入，投入金額不低於科技基金批准資助的金額。配套投入須符合本計劃可獲資助的開支的規定。

十九、資助期限

資助期限不超過三年。

If academic units are kindly requested to submit their applications (Please Provide: Project Applicant, Application Category , Project name and Cooperation Unit) to RMO by 11^th Feb, and the corresponding application information should be submitted in the online system of the funding agency on or before3:00 pm on 26^th Feb, 2025. Funding Scheme for External Science and Technology Cooperation Joint funding (FDCT-NSFC) : https://www.fdct.gov.mo/en/external_cooperation_details/article/nsfc.html

I. Objectives

To support the positioning of Macao by the state and policy objectives of the Macao SAR Government, the Macao Science and Technology Development Fund (hereinafter referred to as “FDCT”) launched the Funding Scheme for External Science and Technology Cooperation (hereinafter referred to as “the Scheme”) based on the relevant provisions of the Public Financial Support Scheme of the Macao Special Administrative Region, the Statutes of the Science and Technology Development Fund and the Regulation on Financial Support of the Science and Technology Development Fund. The Scheme aims to enhance external exchanges and cooperation of Macao’s scientific and technological workers, promote Macao to become an international high-end talent cluster, and boost the scientific research cooperation, industry-university-research collaboration, and talent cultivation between Macao and foreign countries, so that Macao can make greater contribution to the external science and technology cooperation between China and foreign countries.

III. Maximum Funding Amount

Joint funding provided based on documents such as joint funding agreement, memorandum of understanding and work plan signed between the FDCT and a foreign entity of a similar nature. The amount of funding applied for this type shall not exceed MOP2.5 million.

XI. Supporting Input

1. For applicants who are not commercial entrepreneurs or commercial enterprises, if they collaborate with commercial entrepreneurs or commercial enterprises in Macao, such commercial entrepreneurs or commercial enterprises shall provide a supporting input of no less than 10% of the amount funded by the FDCT.
2. For applicants who are commercial entrepreneurs or commercial enterprises, corresponding supporting input of self-raised funds is required, which shall not be less than the amount funded by the FDCT. The supporting input shall conform to the provisions of Expenditure Eligible for Funding.

XIX. Funding Term

The funding term of the Scheme does not exceed three years.
