國家科技部聯合科研資助
(FDCT-MOST項目)
重要提示:申請實體須於截止日前將已作簽署之項目計劃書紙本文件及相關附件遞交至本基金。
根據《中華人民共和國科學技術部與澳門科學技術發展基金關於開展聯合資助兩地合作研發項目的協議》,澳門科學技術發展基金(以下簡稱:科技基金)與中華人民共和國科學技術部(以下簡稱:科技部)共同開展聯合科研資助計劃。
一. 支持領域及不支持的項目類型
- 支持領域為信息與通信科技範疇(即項目申請首選所屬一級學科代碼為413,510,520)、工程與材料科技範疇(即項目申請首選所屬一級學科代碼為410,416,420,430,440,450,460,470,490,530,535,540,550,560,570,580,590,620),並優先支持以下方向的項目:
- )有效利用內地科技資源,解決制約澳門社會、經濟發展的瓶頸技術問題的項目;
- )與產業和應用需求緊密結合,形成知識產權或相關技術標準的項目;
- )研究視野新、內容創新、學科交叉、具有轉移轉化前景的合作項目。 不支持基本建設、純設備採購項目,不支持政策和管理等軟科學研究項目,不支持市場推廣項目。

二. 申請計劃書的要求
- 申請計劃書是科技基金與評審專家等瞭解項目情況、對項目進行諮詢和評議、擇優遴選的重要依據。申請者務必要按照計劃書的內容、格式及字數要求,認真填寫。
- 對填報申請計劃書的基本內容要求如下:
- )項目應實現相關領域的研究合作和相關技術的開發合作。
- )項目合作的意義重要、理由充分、目標明確、內容具體,合作方案合理可行,技術指標可考核,經費預算合理。
- )研發團隊架構清晰、具有完成項目的能力;牽頭和各個參與單位分工明確,有實質性研發合作。
- )雙方項目申報書的項目名稱、合作單位、項目負責人和項目執行年限等信息必須一致。
三. 雙方合作要求
- 內地和澳門雙方合作單位中應至少一方有企業參與並提供配套資金,澳門方的配套要求由澳門的資助計劃規定,內地方的配套資助要求請參閱科技部的有關規定。
- 澳門牽頭申請的單位須與內地合作方就研究內容、研究計劃、研究分工等進行協商,簽署合作協議書或備忘錄或意向書,其中必須包括知識產權專門條款。
- 牽頭和各個參與單位分工明確,有實質性研發合作。項目應能有效保護知識產權,合理分享合作研發成果,維護各方利益。
- 合作伙伴具有較強的技術實力或較高的科研水平,並具備與澳門合作的意願和能力。合作伙伴可以技術、資金、人員或資訊資料、先進設備、專有資源等投入的方式參與合作。
- 不支持澳門科研單位與澳門科研單位在內地的分支機搆合作申報本計劃。
- 內地合作方須同時向科技部申報,詳細的申報方式請參閱科技部的有關規定。

If academic units are kindly requested to submit their applications (Please Provide: Project Applicant, Project name and Cooperation Unit) to RMO by 20th Nov, and the corresponding application information should be submitted in the online system of the funding agency on or before3:00 pm on 17th Dec, 2024. After the deadline will not be accepted. (Please note that due to more holidays in December, there will be no extension of time for reviewing the application documents.)
Please note that according to the requirements of the FDCT, starting from this application, applications will be submitted in the form of Esign, so there is no request for late submission or return for modification, etc. Late submissions will not be accepted, thank you!

Important notice : The signed application and relevant attachments must be submitted to the Fund before the deadline.
In accordance with the “Agreement between the Ministry of Science and Technology of the People’s Republic of China and the Macao Science and Technology Development Fund on Joint Funding for Collaborative Research and Development Projects between the Two Regions,” the Macao Science and Technology Development Fund (FDCT) and the Ministry of Science and Technology (MOST) jointly announce the launch of the 2024 Joint Research Funding Scheme.
I. Areas of Support and Types of Projects not supported
Information and Communication Technology (projects primarily classified under academic discipline codes 413, 510, 520) and Engineering and Materials Technology (projects primarily classified under codes 410, 416, 420, 430, 440, 450, 460, 470, 490, 530, 535, 540, 550, 560, 570, 580, 590, 620). Priority will be given to projects focusing on the following:
1)Projects that leverage scientific resources from mainland China to resolve critical technological challenges impeding Macao’s social and economic development.
2)Projects closely aligned with industrial and application needs that contribute to forming intellectual property or relevant technical standards.
3)Collaborative projects with novel perspectives, innovative content, interdisciplinary scope, and potential for practical application and commercialization.
Types of Projects Not Supported: Basic infrastructure projects, projects focused solely on equipment procurement, policy and management research in soft sciences, and projects solely aimed at market promotion are not eligible for funding.
II. Application Requirements
- The application is a key document used by the Fund and peer reviewers to understand the project, consult on it, and select the best proposals. Applicants must carefully fill out the application form, adhering to the required content, format, and word limits.
- The basic content requirements for the application form are as follows:
(1) The project should achieve collaboration in relevant research areas and technology development.
(2) The significance of the collaboration should be substantial, with clear goals, specific content, a reasonable and feasible cooperation plan, measurable technical indicators, and a rational budget.
(3) The research team’s structure should be well-organized, with clear divisions of labor between the lead and participating entities, ensuring substantive R&D cooperation.
(4) The project title, collaborating entities, project leaders, and project duration must be consistent across both Macau and Mainland China’s application forms.
III. Collaboration requirements
- At least one of the collaborating entities from Macau and Mainland China must be an enterprise and must provide matching funds. The matching fund requirements for Macau entities are defined by the Fund’s rules, while Mainland China’s matching fund requirements are governed by the Ministry’s regulations.
- The lead applicant from Macau must negotiate with the Mainland partner on research content, the research plan, and the division of responsibilities. They must sign a cooperation agreement, memorandum of understanding, or letter of intent, which must include specific provisions on intellectual property rights.
- The roles and responsibilities of the lead and participating entities must be clearly defined, ensuring substantive R&D collaboration. The project must effectively protect intellectual property rights, equitably share the results of collaborative research, and safeguard the interests of all parties involved.
- Collaborating partners must have strong technical capabilities or high research standards and must be willing and able to cooperate with Macau. They may contribute to the collaboration through technology, funding, personnel, information resources, advanced equipment, proprietary resources, or other means.
- Cooperation between Macau-based research institutions and their Mainland subsidiaries is not supported under this program.
- Mainland China partners must also submit their application to the Ministry. For detailed application procedures, please refer to the Ministry's relevant regulations.
