澳門科學技術發展基金與廣東省科技廳聯合科研資助計劃(2024年)

(FDCT-GDST項目)

申請日期:2024年10月23日-12月6日。

重要提示:申請實體須於截止日前將已作簽署之項目計劃書紙本文件及相關附件遞交至本基金。

 

        根據《廣東省科技廳與澳門科學技術發展基金關於開展聯合資助兩地合作研發項目的工作計劃》,為積極參與粵港澳大灣區規劃和建設國際科技創新中心,澳門科學技術發展基金(以下簡稱:科技基金)與廣東省科學技術廳(以下簡稱:科技廳)共同開展聯合科研資助計劃。

 

一、重點支持領域及不支持的項目類型

 

       圍繞粵港澳大灣區規劃和建設國際科技創新中心的部署,針對粵澳兩地社會、經濟、科技創新等的發展需要,充份發揮兩地科研力量的優勢互補,促進兩地產學研合作,爭取在戰略性新興產業技術上取得突破,進而提升粵澳兩地的國際競爭力。

      1. 重點支持領域為電子信息、生物醫藥(中醫藥)、節能環保、智慧城巿、海洋科學等兩地產學研合作項目。優先支持與橫琴粵澳深度合作區的相關機構聯合申報的項目。

       各試點地市重點支持領域如下:

     (1)佛山:中醫藥、環保材料、電子信息材料、新能源材料、智能機器人。

     (2)東莞:集成電路與芯片設計、中醫藥研發與臨床醫學研究、人工智能與機器視覺識別、半導體及儲能材料研發。

     (3)江門:生物醫藥與健康(中醫藥技術、食品)、先進材料(含新能源電池材料)、智慧城市建設、新一代信息技術、精密儀器設備、集成電路及芯片製造。

       2.  不支持基本建設、純設備採購項目,不支持政策和管理等軟科學研究項目,不支持市場推廣項目。

 

二、雙方合作要求

 

       1.  不支持澳門科研單位與澳門科研單位在內地的分支機搆合作申報本計劃。

       2.  雙方牽頭申請的單位中必須有一方為企業。澳門方如為商業企業主或商業企業必須有相應的自籌資金配套投入。澳門方的配套要求由澳門的資助計劃規定,內地方的配套資助要求請參閱科技廳的有關規定。

       3.  澳門牽頭申請的單位須與廣東合作方就研究內容、研究計劃、研究分工等進行協商,簽署合作協議書或備忘錄或意向書,明確各方研發任務、分工與知識產權歸屬,且必須符合內地與澳門有關法律法規要求,合理分享合作研發成果,維護雙方利益。

       4.  項目組成員須包括合作各方1名及以上成員。

       5.  合作伙伴具有較強的技術實力或較高的科研水平,並具備與澳門合作的意願和能力。合作伙伴可以技術、資金、人員或資訊資料、先進設備、 專有資源等投入的方式參與合作。

       6.  合作期間,粵澳雙方合作團隊至少有1次赴對方機構的交流訪問,且每年至少召開1次合作各方主要負責人員參加的項目工作會議(形式不限)。

       7.  廣東企業與澳門高校合作的項目,廣東企業在合作期間至少為合作的澳門團隊提供1個短期研究生實習崗位(3個月以上,形式不限)。

       8.  廣東合作方須同時向廣東省科技廳申報,詳細的申報方式請參閱廣東省科技廳的有關規定。

 

三、成果產出要求

      項目應攻克關鍵技術,形成具有自主知識產權,在成果轉化、支撐產業發展等方面具有良好市場前景的科技成果不少於1項。預期成果中須具有專利、技術標準、原型、樣機、配方等科技合作產出,並須訂定成果量化指標;項目實施後形成一定的經濟和社會效益。

 

四、初步分析

      1.科技基金與廣東省科技廳於申請截止後將分別進行初步分析,以核對申請是否具備本計劃所要求的文件,以及申請者是否符合資助批給的條件。

      2.科技基金與廣東省科技廳再共同核對通過各自初步分析的項目名單。對於同時被列入科技基金及廣東省科技廳項目名單的項目,相關申請將獲接納。

      3.如發現未齊備申請所需的文件,科技基金將視需要要求申請者在15日內補交資料。

      4.出現以下任一情況的申請不獲接納進入評審程序,科技基金駁回有關申請並以信函作出通知:

       (1)申請者或項目負責人不符合本計劃的規定。

       (2)申請者處於科技基金強制徵收、逾期未返還的名單內。

       (3)申請者為澳門特別行政區庫房債務人。

       (4)項目負責人承擔的在研項目數量超出項目負責人可承擔科技基金在研項目規定之上限。

       (5)項目負責人處於不可提交新的資助申請的情況。

       (6)同一項目同時提交多個資助申請或同一項目曾獲科技基金資助。

       (7)倘有的配套投入不符合本計劃的規定。

       (8)申請卷宗不符合本計劃的規定。

       (9)經通知後未能補正或逾期提交申請相關資料。

       (10) 違反現行法律法規之規定或無法保障參與者的安全和合法權益。

 

五、評審方式及標準

       1. 科技基金和廣東省科技廳對獲接納的申請進行各自評審。

       2. 在接受申請前,科技基金行政委員會須從項目顧問名單中邀請五至七名顧問組成項目顧問委員會。

       3. 進入評審程序的申請卷宗將交由項目顧問委員會根據下款的評審要素及標準作出評審。

       4.  評審要素及標準:

         (1)項目的價值。

         (2)申請實體的資格。

         (3)項目的可行性及工作計劃、合作基礎。

       5. 科技基金行政委員會可外邀專家,對特定或複雜性較高的資助申請進行評審。

       6. 科技基金可根據需要,現場考察申請實體的研究條件,約見項目團隊以及倘有的合作者進行面談。

       7.評審結束後,科技基金與科技廳從通過雙方評審的項目中遴選出擬共同資助的項目。

 

六、 填報方式

After the deadline will not be accepted.

 

Please note that according to the requirements of the FDCT, starting from this application, applications will be submitted in the form of Esign, so there is no request for late submission or return for modification, etc. Late submissions will not be accepted, thank you!

Guidelines for the Joint Research Funding Program between the Macau Science and Technology Development Fund (FDCT) and the Department of Science and Technology of Guangdong Province (2024)

(FDCT-GDST Project)

Call for proposals: From October 23rd to December 6th, 2024

Important notice : The signed application and relevant attachments must be submitted to the Fund before the deadline.

      

        In accordance with the "Work Plan on Joint Funding for Collaborative R&D Projects between the Department of Science and Technology of Guangdong Province and the Macau Science and Technology Development Fund," and to actively participate in the development of the Guangdong-Hong Kong-Macao Greater Bay Area and the establishment of an international technology innovation center, the Macau Science and Technology Development Fund (hereinafter referred to as "the Fund") and the Department of Science and Technology of Guangdong Province (hereinafter referred to as "the Department") are jointly launching a collaborative research funding program.

 

I. ​     Key Support Areas and Excluded Project Types

        In line with the development of the Guangdong-Hong Kong-Macao Greater Bay Area and the establishment of an international technology innovation center, this program addresses the socio-economic and technological development needs of both Macau and Guangdong. By leveraging complementary strengths in research, it aims to promote cooperation between industry, academia, and research institutions, achieving breakthroughs in strategic emerging technologies and enhancing the international competitiveness of both regions.

Key support areas include collaborative projects in electronic information, biomedicine (including Traditional Chinese Medicine), energy conservation, environmental protection, smart cities, and marine science. Priority will be given to projects jointly submitted with institutions related to the Guangdong-Macao In-Depth Cooperation Zone in Hengqin.

          Key support areas for each pilot city are as follows:

Foshan: Traditional Chinese Medicine, environmental protection materials, electronic information materials, new energy materials, intelligent robotics.

Dongguan: Integrated circuits and chip design, Traditional Chinese Medicine research and clinical studies, artificial intelligence and machine vision, semiconductor and energy storage materials development.

Jiangmen: Biomedicine and health (Traditional Chinese Medicine technology, food), advanced materials (including new energy battery materials), smart city development, new generation information technology, precision instruments, integrated circuit and chip manufacturing.

The program will not support basic infrastructure projects, equipment procurement, policy and management research, or market promotion projects.

II.   Collaboration Requirements

The program will not support applications from Macau research institutions collaborating with their branch offices in the mainland.

One of the leading applicants from each side must be a business enterprise. If the leading applicant from Macau is a commercial entity, it must provide matching funds. Requirements for Macau's matching funds will follow the rules of the Fund, while Guangdong's requirements will adhere to the Department’s regulations.

The leading applicant from Macau must consult with the Guangdong collaborator on research content, planning, and responsibilities, signing a cooperation agreement, memorandum, or letter of intent that specifies the R&D tasks, division of labor, and intellectual property rights. This must comply with the laws and regulations of both Macau and the mainland, ensuring reasonable sharing of results and protecting the interests of both parties.

Each project team must include at least one member from both sides.

Collaborating partners must demonstrate strong technical capabilities or high levels of scientific research and have the willingness and ability to collaborate with Macau. Partners can contribute through technology, funding, personnel, information, advanced equipment, or proprietary resources.

During the cooperation period, the Macau and Guangdong teams must engage in at least one exchange visit to each other's institutions, and hold at least one annual project meeting involving key responsible personnel from both sides (in any format).

For projects involving cooperation between Guangdong enterprises and Macau universities, the Guangdong enterprise must provide at least one short-term internship (lasting at least three months) for a graduate student from the Macau team during the cooperation period.

Guangdong collaborators must also apply to the Department of Science and Technology of Guangdong Province. For detailed application methods,please refer to the Department’s regulations.

III.  Expected Outcomes

       Projects should achieve key technological breakthroughs and produce at least one market-ready scientific and technological outcome with independent intellectual property rights. Expected outcomes may include patents, technical standards, prototypes, models, or formulas. Quantifiable indicators for the outcomes must be set, and the project should generate economic and social benefits upon completion.

 

IV.   Preliminary Analysis

The FDCT and GDSTC will conduct a preliminary analysis of the application documents after the application deadline, respectively, to verify whether the application has the required documents under the Scheme and whether the applicant meets the conditions for funding approval.

The FDCT and GDSTC will jointly verify the list of projects that have passed their respective preliminary analyses. For projects that are listed by both FDCT and GDSTC, the relevant applications will be accepted.

If the documents required for the application are not sufficient, the FDCT will request the applicant to supplement materials within 15 days, if necessary.

Applications under any of the following circumstances will not be accepted for review and will be rejected by the FDCT, and the relevant applicant will be notified by letter:

The applicant or the project leader does not meet the requirements of Article 2 of the Scheme.

The applicant is on the list of mandatory levies and overdue returns of the FDCT.

The applicant is a debtor to the treasury of the Macao SAR.

The number of active research projects undertaken by the project leader exceeds the maximum number of active research projects that the project leader can undertake under the FDCT.

The project leaders cannot submit a new application for funding.

Multiple applications for the same project are submitted at the same time or the same project has been funded by the FDCT before.

The supporting input (if any) does not meet the requirements of Article 5 of the Scheme.

The application documents do not meet the requirements of Article 8 of the Scheme.

The applicant fails to supplement or promptly submit relevant application materials after notification.

The applicant violates existing laws and regulations or fails to protect the safety and legal rights and interests of participants.

V.   Assessment Method and Criteria

The FDCT and GDSTC will review the applications accepted respectively.

Before accepting an application, the Administrative Committee of FDCT shall invite five to seven advisors from the list of project advisors to form the Project Advisory Committee.

The application documents that may enter the review process will be submitted to the Project Advisory Committee formed by FDCT for review according to the review elements and criteria in the following paragraph.

Review elements and criteria:

Project value.

Eligibility of the applicant.

Feasibility, work plan and cooperation foundation of the project.

The Administrative Committee of the FDCT may invite external experts to review specific or more complex funding applications.

FDCT may conduct site inspection to verify the research conditions of the applying entity, interview with the project team and partners (if any) as necessary.

After the review, the FDCT and GDSTC will jointly select projects to be funded from the projects that have passed the review of both parties.
